    Our Adopt-A-Park Program is off and running!
Every week we have a team of two canvass the park for trash and to notify the committee of anything that needs to be brought to the attention of Park and Rec.   
 
    Our weekly reports have been "All's Well!" except for an incident that occurred the end of August.  The park was vandalized on a Saturday night.  The picnic tables were removed from the pavilion (they are very heavy) and the concrete floor and ceiling were spray painted.  The children's play equipment was spray painted also.  The police were called along with Park and Rec.  Park and Rec. responded the next day for repairs and a job well done by them.
 
    We would ask everyone to please keep an eye out for anything that seems out of the ordinary whether it be in the park or our neighborhood streets. Please report anything unusual to the police.

Bear alert! There have been at least 4 sightings of bears in the University Park neighborhood. Keep your cats and dogs inside until the bears are hibernating, and you might consider not putting out your bird feeders (so the bears don't associate your house with food)

The annual meeting of the University Park Homeowners Association will be held on Thursday, November 13 at 6:30. It will be at the Beth-El Mennonite Church at 4625 Ranch Drive (across Union from Collegiate Drive). At that time there will be an election to fill two positions on the Board of Directors; anywone who is a member of the Association, and is interested in running for a position on the Board, can obtain an application and copy of the Directors' duties by clicking here. The annual Neighborhood Picnic will be held on Sunday, July 27th at the Hidden Canyon Park (corner of Collegiate and Seton Hall), from 1 to 4 pm. Bear sightings continue in the neighborhood -- but, so far, only Leigh got a picture of a bear:
A bear has been spotted on Seton Hall 3 times in the last week ( June 18th - June 23rd)   He was seen twice in backyards at hummingbird feeders and once crossing Seton Hall near the park down the ridge over toward Collegate -- Leigh Butler

The annual Neighborhood Clean Up and Volunteer Lunch will be Saturday, June 7 this year. Meet at the Houck Park Picnic Pavilion (at the north east corner of Rockhurst & Collegiate) between 9:00 and 9:30 AM; we will break up into groups, then meet back at the pavilion for lunch at 11:30.  Lunch will be provided. If you live in University Park, chances are pretty good that your lot has a wildfire risk somewhere between "moderate" and "extreme" (I estimate about 30% of the homes in University Park are Very High or Extreme). As part of your Spring Cleanup, you might want to consider doing some risk mitigation. Saturday June 2nd will be our Third Annual Neighborhood "Coffee, Cleanup and Picnic" day!
Meet at the corner of Collegiate and Rockhurst at 9:00 for Doughnuts Coffee & Juice; from 9:30 through 11:30 we will cleanup some areas around the neighborhood (it is amazing how much junk gets blown under bushes and trees during the year!) After that, there will be a picnic for those who volunteered their time to help make University Park a wonderful place to live. Be sure to bring gloves (for the cleanup), and chairs or a blanket for the picnic!

"FireWise" is the name of Colorado Springs' program to make us aware of the fire danger inherent in living close to the wilderness, as does most of University Park. Not only that, it is the program to help homeowners reduce the risk of a wild land fire in our neighborhood.
Chris Barth from the Colorado Springs Fire Department gave an informative presentation at the Women's Group meeting on September 13th. Among other things:

  • The rules about what vegetation can and cannot be cut down have changed since University Park was first built.

  • The website at http://csfd.springsgov.com has a section titled "What is my Wildfire Hazard Rating" allows you to 'zoom into' your lot and see how much risk your house has. Hint: almost all of University Park is in 'moderate risk' or higher, and a good percentage is in the 'very high' or 'extreme risk' category

  • Each home that has a rating was rated by the fire department based on quite a few criteria; the web site details the ratings for each lot

  • You can change your risk by various actions......

  • .... you can call Chris Barth at 385-7281 and ask him to come out and tell you exactly what you can do to reduce your risk. For free!

  • If University Park can get at least 12 homes to commit to cleaning up the scrub oak (and other vegetation that we may be allowed to remove/trim), the city might pay for a company to come and remove the debris (each homeowner would have to place the debris at the curb on a scheduled day). If you are interested in participating, first get an assessment from Chris Barth, then send e-mail to webmaster@parkpoints.com - I will be creating a list of people who are interested and make the list available to the HOA board.

The Traffic Calming Test Survey results were tallied on 4/25/2006.  The results are as follows:

I would be in favor of spending approximately $10,000.00 of the HOA's funds to conduct the test: 
YES - 44, NO - 155

I would be in favor of a dues assessment of approximately $20.00 per property to conduct the test if funds were not available from the current budget:
YES - 39, NO - 156

At their May 11th meeting the HOA Board of Directors agreed not to allocate $10,000 from the budget to do the testing.  They did agree to continue pursuit of all options to control the speeding on Collegiate and Rockhurst.


The Board has sent a formal request to the City of Colorado Springs Transportation Planning Division for University Park to be considered for the 2006/2007 Neighborhood Traffic Management Program.  Acceptance into the program would mean the testing would be performed at no charge to the HOA. With the addition of the new neighborhood park, and a possible lack of
requests for traffic calming from other neighborhoods, there could be a chance University Park would be chosen for the program.

A resident who lives on Colgate near Saxon had his car broken into on
April 1st sometime after 11:00 PM, and everything inside was taken. The
police told him this was the ninth call they have had from University
Park in the last month. They think there is a drug ring working the
neighborhood.

Best defense if you have to leave your car outside the garage? Take the
time to remove everything from it every time your park it. That might
discourage these thieves from breaking into your car, and will certaintly
reduce the cost to you if they do break in...

On February 9th, the results of the voting conducted by the Park Committee regarding the multi-purpose court were presented to the Colorado Springs Parks and Recreation Advisory Board by Mr. Chris Lieber of Parks, Recreation and Cultural Services.  The Advisory Board decided to adhere to the master plan for the park which was approved at their January 12th meeting.  This master plan does not include the full or half-size multi-purpose court.

RESULTS OF VOTE ABOUT THE MULTI-USE COURT AT THE NEW PARK

Votes were counted on February 1, 2006 at 4:00 PM to determine the consensus of the community whether the city park in University Park should be built with or without a multi-use court. The results are as follows:

159 voted against the 82'X54' court. Of this group 10 voted for the compromise of a half size court, 137 voted not to compromise, and 12 did not indicate a compromise preference.

148 voted for the 82'X54' court. Of this group 66 voted for the compromise of a half size court, 55 voted not to compromise, and 27 did not indicated a compromise preference.

The results have been forwarded to the City of Colorado Springs Parks and Recreation Advisory Board for their evaluation. It will be their decision to include, or not include, a court of either size in the final design of this park. Comments or questions can be directed to Jeff Haley of the Parks, Recreation and Cultural Services Department.

The University Park Park Committee would like to thank the community for an excellent turnout and for taking an interest in your neighborhood.

The Parks, Recreation & Cultural Services Department is beginning the
planning process for a master plan for the University Park neighborhood park
site located at the northeast corner of Collegiate and Rockhurst.  An input
meeting for the public will be held in the gymnasium of Grant Elementary
School, 3215 Westwood Blvd., on Monday, November 21, 2005 at 7:00 p.m.

Representatives from the Parks, Recreation & Cultural Services Department
will present preliminary park plans for the site and take neighborhood input
and comments for consideration in the development of the park master plan.

Your input is appreciated to help plan the future of this neighborhood park.

Bears and other wildlife....

Thursday night, around 6:30, Greg and Elizabeth Ebensperger saw a large black
bear with three cubs in the open space behind Bethany Court.
They were also seen in the backyard of a home on Linfield court.
While Black bears are not as aggressive as grizzly bears, they are looking for
food this time of year... and can become dangerous if they feel threatened.
And if you have been watching the newspapers, you know that they
can become a nuisance if they are accustomed to finding food near houses
(like pet food left outside, or even birdfeeders; on September 23rd, if you
remember, a women in southern Colorado Springs was bit by a black bear
who had been attracted to a bucket of sunflower seeds!).
Shaun Deeney of the Co Department of wildlife says:
    "Feeding bears causes them to become habituated, and lose their natural
    fear of people. Habituated bears are a much higher risk to injure,
    or even kill a human."

REMINDER: LIONS IN UNIVERSITY PARK
Wednesday night the mountain lion was out roaming around about 1am, causing a
ruckus with the neighborhood dogs. He was in my backyard - between
Dennison and Montebello. Could you please let everyone know that he's
back and to beware with children and animals.

DECISION ABOUT PARK AT ROCKHURST & MONTEBELLO -- JULY 14 MEETING
A small number of University Park residents have been attending several
meetings with the Park and Rec. and TOPS to speed up the process of getting a park
built on the city property located on Rockhurst between Montebello and
Collegiate. Right now it is all weeds and trash; and contributes little value to our
neighborhood.
The final meeting for approval from the Park and Rec. Advisory Board for our
park will be July 14th at 7:30 IN THE MORNING. The meeting will be held at
the Park and Rec. office located at 1401 Recreation Way. Directions are:
Uintah west to just before I-25.
Make a right at Glen Avenue (7-11 on the right) which curves
around to the west and turns into Recreation Way. The Park and Rec. building is
on the right.

We are asking for neighborhood support at this most important meeting; the
final decision will be announced after all presentations. Please try to attend;
we will be handing out University Park tags to be worn showing our community
support for this park. The more in attendance the better. Please identify
yourself to us so you can get your tag at the meeting. We feel a large turn
out, and a show of unity, will have a positive influence on this board.

The Second Annual University Park Garage/Estate Sale is scheduled for
September 10, 2005 so plan on your garage/basement cleanout accordingly!

signs, and a garage sale directory/map will be provided by Betsy Covington.
Last year over thirty homes participated, we generated lots of traffic and
buyers for our Garage Sale day. More information later. If you have

Maintaining the beauty, peacefulness, and safety of our neighborhood is a very important aspect of the work performed by your board of directors on behalf of the association. The calming of traffic traveling in our neighborhood is currently a top priority, and your board of directors has enlisted the assistance of a traffic committee to deal specifically with this issue. We are pleased to announce that thanks to the extraordinary efforts of that committee a traffic calming measure will soon be in place.

The entire length of Collegiate Drive and the portion of Rockhurst Boulevard between Collegiate Drive and University Park Boulevard will have driving lanes and shoulders painted on them. This "striping" of the streets is expected to affect drivers by causing them to drive more slowly and cautiously to stay within the lanes. This painting will be performed at no cost to homeowners or the association.

This traffic calming measure will be monitored over the coming months to determine its effectiveness. If it is found to not sufficiently alleviate the problem, then other options will be diligently pursued. As always, the board of directors welcomes your comments on this and any other issue relating to our neighborhood.

Did you know that the land on the corner of Collegiate and Rockhurst is owned by the city and is designated to be a community Park?

It is in the Master Plan of the community and will be a park.  If you would like to see this happen sooner rather than later please read on and get involved.

The City Park & Rec Dept and the Trails and Open Space Committee (TOPS) are currently doing their 2006 Budgets and are taking input from residents to decide which neighborhood parks they will plan to build out in 2006.  Due to capital constraints (i.e.  lack of funds) They only commit to building approximately 2 parks per year in the entire city.  Our neighborhood is one of several in the City that has undeveloped city owned park land.  There are 2 meeting scheduled to gather community input, One for Park & Rec and one for TOPS.

In May, Officer Hustedd (the policeman for our Neighborhood Watch program) will be giving a talk at April Skalski's house on the 11th (normally the Women's group time). All Block Captains (including men!) should plan on coming to hear Officer Hustedd speak!

Classic Developers is going to turn the responsibilities of the
Architectural Control Committee (ACC) over to the homeowners in University Park.

This is the committee which approves or disapproves the home plans for
any new home in the community. Therefore, the Board of Directors needs
the name of anyone who would like to volunteer to be on the committee.

We would especially appreciate anyone who has an architectural background
volunteering for this committee. The Board will choose 3 to 5 members
for this committee.

In addition to the voting for members of the Board of Directors, there will be a presentation of the "traffic calming" study that was recently conducted.  Join us at the East Library on November 4th (7:00 pm) to see what is proposed and what effect it would have on the traffic!

If you haven't received your voting materials for the Park Points board of Directors, you should have them soon. If you do not receive the packet by October 21st, please contact Warren Management at 534-0266 as soon as possible; if you want to vote by mail, it must be received by November 3rd.

The annual meeting (and voting) will be November 4th, at 7:00 pm at the East Library.

You should have also received a postcard telling you about the "Meet the Candidate Night" on Thursday October 21st. They were printed slightly incorrectly, trying to make you believe the 21st is a Wednesday... but it will on Thursday. Thanks to April Skalski and Beryl Perez for arranging this.

First Annual Garage/Estate Sale Announced!

The annual University Park Neighborhood Picnic will be held on Saturday August 21,2004 4:00pm to 8:00pm at Hidden Canyon Park (corner of Seton Hall and Collegiate ).  The rain date will be Sunday August 22, 4-8pm.  UP will provide the BBQ and drinks.  There will be games for all ages.  Come join in the fun and meet your neighbors!

Lions and Tigers and Bears, Oh My!

Well, at least Lions and Bears. Instead of tigers, we got lightning! We continue to get sightings of bears in the neighborhood (specifically sighted lounging beneath the street light near Marrieta Court by Jerry Rosen -- thanks for letting us all know!), and a mountain lion has been lazily spending days about 20 feet off the road near the bridge on Cornerstone (sighted by Gary Meyer -- again, thanks for the "heads up").  Please check out the Colorado Division of Wildlife's web page about "Coexisting with Wildlife".

Coexisting with lightning is a bit different.  When we have a wild storm like we had on June 26th, about all you can do is to not take a shower or a bath, don't use your phone (or use your wireless phone),  and stay away from anything that is grounded (typically the electrical system and plumbing). Even then, lightning is going to go where it wants -- it astounds me that in the year 2004 we still don't understand a lot about lightning!

Bears are here!
If you read the Gazette on Monday the 31st, you noticed that we have
already had a bear sighting in University Park -- Joe and Julie Wysocki
discovered that bears are out looking for some free food. To help
them understand that the mountains are a better place for them,
remember to:
* store pet food inside, not outside
* put garbage out the day of the pickup, not the night before
* not leave your barbecue grill outside if it has grease on it

A reminder from the Neighborhood Watch folks --
Leaving your car while it is running (and the keys in the car!) could be making our neighborhood a magnet for criminals looking for a quick way to get money.  We have a "low crime rate" area here -- and we can help keep it that way by making it known as a place where they can't make money quickly! Also, recent news stories have suggested that identify theft is on the rise. One simple thing we can do to avoid it is to mail checks (or mail with other personal information such as Social Security numbers, etc.) from locking mail boxes, not from the mail boxes in front of our houses. The page Mailboxes has some of the nearby US Mailboxes - if you know of others that are convenient, let me know and I'll add it to the list!

The 2004 Calendar now shows (most) of the dates/places for the Women's Group meetings.

There will be a meeting on December 10th at the Sunrise Assisted Living Center at 7 pm about traffic control options.  Thad Noll (Colorado Springs Senior Transportation Planner) will be there to discuss various traffic calming options along with their pros and cons. This will be a great opportunity to hear what other neighborhoods have done to deal with traffic problems....
